A new housing scheme has been started by the government which is called Pradhan Mantri Awas Yojana-Urban or PMAY-U 2.0. This was approved by Hon’ble Prime Minister Shri Narendra Modi. Under this scheme, financial help will be given to 1 crore urban poor and middle-class families. The houses can be constructed, purchased, or even taken on rent. The help will be given through States, UTs, and banks. An amount of Rs. 2.30 lakh crore will be provided in five years. This scheme is for people living in cities. Already, more than 1.18 crore houses were sanctioned before. Around 85.5 lakh houses got already built and given. Many families are being benefited.

About Middle Class Housing Scheme​

On 15th August 2023, our Hon’ble Prime Minister had spoken from Red Fort and told that a new scheme will be brought for poor and middle-class people so they can buy or build their own house and live better. Then on 10th June 2024, the Union Cabinet had made a decision that 3 crore more families in villages and cities will be given help for building houses because many new families have become eligible now and they also need homes. This is being done under the Prime Minister’s vision to make sure no one stays without a house. PMAY-U 2.0 was launched for this work and Rs. 10 lakh crore is planned to be used so one crore families can get homes and live nicely.

Objective of Middle Class Housing Scheme​

The main objective of the Middle Class Housing Scheme is to provide support to poor and middle-class families who are living in rented houses or broken homes and are not able to build their own because of money problem. Under this scheme, help will be given by the government so that they can build or buy a proper house and live safely with their family. A better life will be given to them and more comfort will be felt by them in daily living.

Eligibility Criteria

The eligibility criteria for the Middle Class Housing Scheme are as follows:

  • The family must live in a city and should be from EWS, LIG or MIG group, and must not have any pucca house anywhere in the country.
  • If a house was already given to the person under any government housing scheme in the last 20 years, then they can’t get benefit again under this scheme.
  • EWS means yearly income up to Rs. 3 lakh, LIG means Rs. 3 lakh to Rs. 6 lakh, and MIG means Rs. 6 lakh to Rs. 9 lakh.
  • States can change EWS income limit, but only after taking permission.
  • More preference will be given to widows, single women, disabled persons, old people, SC/ST, transgenders, and poor people.
  • Safai karmis, street vendors under PMSVANidhi, Anganwadi workers, labourers, slum and chawl people will also be given special focus.
  • If parents of someone already got a pucca house earlier, then that person will be considered only after others who didn’t get any benefit.
  • Houses that got cancelled after 31st December 2023 by the committee cannot be given again under this scheme.
  • A person can get benefit from PMAY-G or PMAY-U 2.0, but not from both.
  • Aadhaar or Aadhaar Virtual ID must be given by all family members. If not made yet, then it should be done fast.
  • A committee led by District Magistrate or Commissioner will select the families. Two more public members can be added by the government.

Notes:

  • Giving share by States/UTs is made must under PMAY-U 2.0, and if any State was giving more share earlier in old PMAY-U, then same more share should be kept giving now also, and also people who take houses must pay minimum 25% of total house or project cost, which is made compulsory.
  • Extra grant called Technology Innovation Grant will be given by MoHUA, but only when special new building materials, technologies or process is used, and Rs. 1,000 for each sqm (for max 30 sqm) will be given on total built-up area including inside infrastructure to help if cost becomes more in AHP projects.
