According to the reports, the Government of Odisha has already launched the Antodaya Gruha Yojana on March 30, 2025. What is Pucca House?
Pucca House is a type of house that was made strongly by using cement, bricks, stones, etc. Under this type of house roof is made up of RCC material. These types of pucca houses are designed in such a way that they are not affected by both natural and artificial calamities and conditions,s and these houses will not break easily but will last for a long duration, and sometimes for many years.
What is Kutcha House?
A kutcha House is the inverse of a pucca house. In this type of house, walls and ceilings are made up of locally available non-permanent materials like mud, straw, bamboo, plastic polythene, etc. These types of kutcha houses are easily affected by both natural and artificial calamities, conditions and breaks in a minute. The duration of these is much less than the pucca ones.

Eligibility Criteria
To be eligible for the scheme applicant needs to clear the following eligibility criteria’s these are as follows:-
- Applicant must be a permanent native of Karnataka
- Applicants who are houseless or households living in kutcha houses will become eligible for the sanction of a new house if they come under any of the following categories.
- Forest Right Act,2006 (FRA) beneficiaries.
- Households in which the main earning member is a PwD with minimum 40 percent disability.
- Households belonging to the lower income group, who are eligible but left out of any ongoing Government Rural Housing Schemes.
- Households whose houses have been fully / severely damaged by natural/ manmade calamities like fire, flood, cyclone, earthquake, elephant menace, communal violence, LWE violence, major law and order problems, etc.
- Victims of river/ sea inundation who need relocation/shifting.
- Households that are rehabilitated/relocated for setting up any Government projects such as highways, irrigation projects, etc.
- Households staying in sanctuary / reserve forest areas need relocation.
Ineligibility Criteria
- Applicant living in pucca houses.
- Applicant with any member as a regular Government/PSU/Statutory body employee or drawing a monthly pension.
- Applicant possesses a motorized four-wheeler.
- Applicant possesses mechanized three/four-wheeler agricultural equipment.
- Applicant with non-agricultural enterprises registered with the Government.
- Applicant with any member earning more than Rs. 15,000 per month.
- Applicant owns 2.5 acres or more of irrigated land, or 5 acres or more of unirrigated land.
- Applicants who have already availed of housing assistance under any other Government Rural Housing Scheme.
- Applicant relocated to set up Government projects and own a pucca house in another locality.
Financial Benefits
- Under this Antodaya Gruha government provides financial assistance of Rs 1.2 Lakh with a minimum carpet area of 25 square meters, and this financial assistance is given in the form of installments to the selected beneficiaries for the construction of a pucca house, which includes hygienic cooking space and excludes the toilet area.

Process of Installment Release
Under this scheme, the beneficiaries sanctioned with new houses will be paid housing assistance of Rs.1.2 lakh in installments at the following construction levels.

- Note:- The installment is subject to revision by the Government.
Time Period of Construction
- Under this, Antyodaya Gruha Jojana period of construction of pucca houses will be ordinarily completed within 12 months from the credit of the first installment to the beneficiary’s account. Beneficiary constructing a bigger house must be advised to complete the core house with a carpet area of at least 25 square meters and go for extension subsequently.
Beneficiary Selection Process
The selection of beneficiaries is done by following these steps:-
- The Collector-cum-District Magistrate will submit the list of eligible beneficiaries after due scrutiny and justification to the PR & DW Department for sanction of new houses under Antyodaya Gruha Jojana.
- PR & DW Department will obtain order from Honorable Chief Minister on the proposal submitted by the Collector-cum-District Magistrate and will communicate the decision to concerned district.
- BDO will sanction housing in favour of eligible beneficiaries after following the due procedure.
How to Apply Odisha Antyodaya Gruha Yojana Online?
To apply for Odisha Antodaya Gruha Yojana, the applicant needs to follow these steps:
- Implementing Agencies: Panchayat Samities, under the supervision of Zilla Parishad and Panchayati Raj, are responsible for the scheme.
- Identification of Eligible Beneficiaries: In this step, identification of eligible beneficiaries is done by BDO.
- Cross-Checking of Documents: Once the identification process is over, documents are cross-checked by the officials.
- Enter Details: In this step, details are entered in the RH portal.
- Fund Transfer Order: After that, the tagged officer geo-tags the construction level linked to the installment, and BDO generates the Fund Transfer Order (FTO).
- Avail Other Relevant Schemes: In this, beneficiaries can avail other relevant schemes (e.g., Rural Sanitation, Drinking Water, Ujjwala) if eligible and not already availed.
- Condition: Under this, houses must be constructed by the beneficiaries themselves on individual or family plots, with no contractor involvement.
- Preference: In this step, allotment is preferably in the name of the female head of the household; if absent, it can be joint or in the male head’s name.
- List Submission: The Collector submits the list of eligible beneficiaries to the PR & DW Department, and BDO sanctions the house with an online work order.
