- Applicant must be a permanent resident of Odisha.
- Applicant must not have their own house in the state.
- Applicant must belong to BPL families.

- An initial allocation of ₹21,342 crore from the state budget (2025–2030) will support land acquisition, road networks, utilities, public amenities, and core infrastructure.
